Tom Donner, Santa Monica College executive vice president of business and administration, has been named outstanding chief business officer of the year in Region Two by the Community College Business Officers Organization, which represents business operations of community colleges in the U.S. and Canada.

A national winner will be selected from among 17 regional winners and named next month at an annual conference in Charleston, South Carolina.

Donner has been the chief business officer at the college since 1976.

He guided the college fiscal plan through the aftermath of Proposition 13 tax reform and helped develop a strong international student recruitment program to supplement state funding.

He also formed and led a creative team to tackle the rebuilding of permanent facilities damaged by the 1994 Northridge Earthquake, laying the groundwork for Federal Emergency Management funding of the Science, Library, and Business buildings and other reconstruction projects.

Donner also negotiated the establishment of satellite sites for the college at the Santa Monica Airport and several other locations in Santa Monica.

He has a bachelor’s degree in finance and an M.B.A. from California State University Long Beach, and a law degree from Southwestern University.
