The Los Angeles City Council voted 10-0 Tuesday, January 18th, to approve an ordinance that prohibits loitering outside public facilities between 9 p.m. and 9 a.m.

The ordinance was prompted by encampments of homeless people at public facilities such as libraries in Venice and other areas of Los Angeles.

Bob Erlenbusch, executive director of the L.A. Coalition to End Hunger and Homelessness, said the city should be attempting to open areas for the homeless on city-owned property, not keeping out people who are seeking shelter, as he alleges the city did during recent heavy storms.
