A Westchester man has been charged with allegedly flashing his genitals to 20 girls in El Segundo during a 14-month period.

Jeffrey William Freeman, 39, was charged Thursday, May 13th in a 15-count criminal complaint, including ten counts of child annoying, said Deputy Los Angeles County District Attorney Simone Shay.

The charges also include two felonies, possession of matter depicting a minor engaging in sexual conduct and possession of a controlled substance, cocaine; and one count each of indecent exposure, possession of marijuana while driving and possession of marijuana 28.5 grams or less, district attorney spokeswoman Shiara Davila said.

Freeman was expected to be arraigned Tuesday, May 18th, in the Superior Court Airport Courthouse.

Authorities accuse Freeman of being the “El Segundo flasher.” He is charged in connection with a series of incidents in El Segundo between November 2008 and January 2010, when 20 girls ranging in age from nine to 19 allegedly saw Freeman expose his genitals, Davila said.

The incidents took place as the girls walked in groups of two or three, to and from school, authorities said.

El Segundo police said child pornography and illegal drugs were allegedly discovered in Freeman’s possession when they served a search warrant at his home.

Freeman is free on $360,000 bail. If convicted, he could face a maximum prison term of 13 years, eight months, Davila said.
